Sample Lobby Corps Constitution: Humboldt

 



Article I (name)
Section 1. The name of this organization shall be The Lobby Corps Club of Humboldt State University.
   
Article II (purpose)
Section 1. The purpose of this organization is to promote the education and practice of lobbying elected officials on issues deemed important by the membership. Special attention shall be given to issues with specific interest to students, such as the cost of tuition and system wide policies.
   
Article III (affiliation)
Section 1. As Lobby Corps clubs are created on other CSU campuses, this organization shall be loosely affiliated with them, working together on common goals, for the greater good of students.
   
Article IV (membership)
Section 1. In order to qualify as a member, individuals must be registered as part or full time students of Humboldt State University. Furthermore members must be concerned about the welfare of students, both within the university, and in society at large.
Section 2. In order to be recognized as a member, individuals must attend at least one club meeting, or otherwise express interest in the actions that the club is taking (i.e. correspondence via e-mail, telephone, post etc.)
Section 3. Voting is restricted to matriculated, currently enrolled students, faculty and staff at Humboldt State University
Section 4. Voting members and all officers must be matriculated, currently enrolled students, faculty and staff at Humboldt State University.
Section 5. Membership in the organization will not be denied to anyone on the basis of race, religion, national origin, age, sex, disability, veteran’s status, or sexual orientation, except as sanctioned by law (California Administrative Code, Title 5, Section 41500; Education Amendments of 1972, TitleIX)
Section 6. There shall be no hazing.
   
Article V (officers)
Section 1. The officers of this organization will be a President, a Vice-President, a Secretary, and a Treasurer. The term of office shall be for one semester, at the end of which an election shall take place; new officers shall take office immediately following elections.
Section 2. If a vacancy should occur during the term of an officer, the president shall appoint a member to fill the vacancy; this appointment must be approved by 50% plus of total club membership. If the president is unavailable to make the appointment the Vice-President shall make the appointment.
Section 3. All officers of this organization are matriculated, currently enrolled students at Humboldt State University.
   
Article VI (duties of officers)
Section 1. The President shall preside at all meetings and act as facilitator, name all special committees, appoint all committee chairs, and act as the representative of the organization as is necessary.
Section 2. The Vice-President shall assume the duties of the president in his/her absence.
Section 3. The Secretary shall record the minutes of each meeting, maintain accurate records of all business pertaining to the organization, shall receive and respond to all official correspondence, and shall count votes and declare winners at elections.
Section 4. The Treasurer shall collect and disburse funds as directed by the organization, shall make monthly (or as requested) financial reports to the general membership, and shall confirm the results of all elections as declared by the Secretary.
   
Article VII (nominations and elections)
Section 1. Nominations for office may be made from the floor by any member, and shall be made at the meeting prior to the meeting in which elections are held.
Section 2. Elections shall be held at the last official meeting of the semester.
Section 3. Members shall cast their vote via a written secret ballot, with the Secretary counting votes and declaring winners, and with the Treasurer confirming the results.
Section 4. All members are eligible to vote in all elections.
Section 5. Officers must be elected with a majority vote of 50% plus one. If no candidate receives a majority, then a run-off election shall be held between the two candidates with the most votes.
   
Article VIII (installation)
Section 1. Officers shall be installed immediately following elections, with former officers handing over the title to the new officers. The new officers shall immediately take over official responsibilities, and shall preside over the next meeting (the first meeting of the new semester).
   
Article IX (meetings)
Section 1. Regular meetings shall take place on a bi-weekly basis. In addition, special meetings and/or practice sessions may be called as needed.
Section 2. Special meetings and/or practice sessions can be called by the President or Vice-President, or by a proportion of 50% or more of the general membership.
Section 3. In the event of a special meeting the President shall present via e-mail the time and place of the meeting. Special meetings shall also be publicized by the President on the bulletin board in the Clubs and Activities office.
Section 4. A quorum shall be defined as a minimum of 33% of general membership. Without a quorum official business cannot be discussed and/or decided.
Section 5. The parliamentary authority for this organization shall be very informal, with members able to speak in an orderly fashion, aided by a speakers list for as long as they deem necessary.
   
Article X (committees)
Section 1. The President has the authority to name committees and committee chairpersons. If the general membership is unhappy with the President’s selections, they may impeach chairpersons with a vote of 2/3 of the total membership, and likewise, may name a chairperson from the floor which shall be recognized as legitimate if that person receives a 2/3 vote of the general membership.
Section 2. An external affairs committee shall exist with the duty of networking with Lobby Corps clubs from other CSU campuses. This committee shall consist of three full time members, including one chair.
   
Article XI (dues, fees)
Section 1. There shall be no dues or fees placed upon any member of this organization.
   
Article XII (amendments)
Section 1. Any member of the organization can originate an amendment.
Section 2. When presenting an amendment, the individual must present the proposed amendment at the meeting prior to the meeting when the vote on the proposed amendment will take place. Furthermore, the proposed amendment must be posted on the bulletin board in the Clubs and Activities office for at least one week prior to the vote.
Section 3. 2/3 of total membership must approve an amendment in order for it to pass.
Section 4. Upon approval of an amendment, the amendment becomes effective immediately.
   
Article XIII (enabling clause)
  This constitution shall become the official governing document of the Lobby Corps club of Humboldt State University, upon ratification by two-thirds majority vote of the membership, approval and acceptance by the Clubs and Activities Coordinator and the Club Coordinating Council of Humboldt State University.
   
  This Constitution is hereby officially adopted as legal and binding.
