Governor's Budget Proposes $240 Million Cut to the CSU

Governor Schwarzenegger's budget proposes cutting $240 million or 9 percent from the CSU in 2004-2005. This cut, together with the decrease in General Fund support last year, amounts to a $771 million reduction in state support over the 2 years. The 2004-2005 decrease could, according to Chancellor Charles B. Reed, translate into 20,000 students being turned away from the CSU.
The governor's budget includes another series of fee increases for students: 10 percent for undergraduates, raising the State University Fee to $2251 per year; 40 percent for graduates; and 20 percent for nonresidents. It does not provide additional Cal Grant funding to offset the increases. It lowers the maximum family income for Cal Grant applicants by 10 percent, decreasing the number of middle-class families who will qualify.
The budget proposes eliminating the General Fund subsidy for UC and CSU students who take more than 110 percent of the units required to attain their degrees.

Are You the Next Student Trustee?

California State Student Association (CSSA) has begun its annual search for the next student trustee to serve as the student voice on the California State University (CSU) Board of Trustees.

The Board of Trustees is the highest policy-making body for CSU's 23-campus system. The trustees establish policies on student fees, admissions, financial aid, technology, and many other issues that directly impact approximately 400,000 CSU students. Serving as a trustee presents a unique opportunity to shape higher education policy for one of the largest systems of higher education in the world. It is the highest and most powerful office a CSU student can hold within the CSU system.

Two students serve overlapping terms on the Board. They have the same powers and privileges as other trustees and are paid a modest stipend ($100/day) for conducting the business of the Board and attending its 7 regularly scheduled meetings per year. Their primary responsibility is to present the positions, issues and perspectives of CSU students. They receive guidance and information from CSSA and from campus associated students organizations by attending CSSA monthly meetings and making campus visits.

CSSA will accept applications from interested students until 5:00 pm on Tuesday, March 9, 2004. CSSA will conduct interviews with selected candidates at San Francisco State University on Friday, April 16, 2004, and shortly thereafter will forward the names of 2 to 5 finalists to Governor Arnold Schwarzenegger, who will make the appointment.

February Sustainability Conference

University of California students who organized last year to pressure their Board of Regents to adopt a strong sustainability policy are inviting CSU students to benefit from their experience.

The students have formed the California Students Sustainability Coalition (CSSC) and are holding what they term a "convergence" February 6-8 at UC Santa Barbara. CSU students interested in having the CSU Board of Trustees adopt a policy similar to the one approved by the Board of Regents last July are invited to attend the conference, which will feature trainings, presentations, panels, and workshops. The purpose of the conference is twofold: to educate students about sustainability and to provide tools for them to organize and build an effective campaign. The conference features a Saturday lunchtime tour of the Donald Bren School of Environmental Science & Management, an award-winning LEED platinum project that will open its doors this April. Cal State Cares 2004

CSSA has chosen an appropriate "Cal State Cares" project for this year in which CSU outreach funds have been removed from the governor's budget. Students at 16 CSU campuses will be volunteering to help high school seniors local to their campuses complete the "Free Application for Federal Student Aid" (FAFSA) form, the portal requirement for students to access state and federal financial aid. Many of the high school seniors invited to the workshops will be the first in their families to seek higher education and have their first exposure to financial aid requirements.

Legislators across the state are hosting the "Cash for College" workshops in January and February to supply instruction by financial aid professionals in how to fill out the form. CSU students will be participating by actually assisting the high school seniors to complete the form on the spot. The Lumina Foundation for Education is underwriting costs of a coordinator for the project, Despina Costopoulos, whose office is being provided by the California Student Aid Commission.

Volunteers need only make 2 commitments: 1) to attend a training session and 2) help staff a weeknight, Saturday or Sunday workshop.

Andrew Shim was active in CSSA from late 1987 to early 1990 as the CSSA representative from Cal Poly Pomona. He was the athletic affairs commissioner for Associated Students at his campus, as well as a graduate student, a part-time faculty member and a member of CFA.
