| 2004 CSU Budget
Summit CSU Chancellor Charles B. Reed has sent invitations
to CSSA executive officers and the 23 CSU student body presidents
to participate along with other CSU constituents in a second
budget summit in as many years. The all-day meeting, which
is by invitation only, will be held March 10 th at the Chancellor's
Office.
This year's summit is again prompted by reduced state funding
for the CSU. Governor Schwarzenegger has proposed reducing
General Fund support for the CSU by $240 M or 9 percent in
2004-05. Together with 2003-04 cuts of $531 M, these cuts
represent a two-year reduction of General Fund support in
the amount of $771 M or 28.8 percent. The severity of these
cuts and their cumulative effect could result in large enrollment
reductions, the turning away of as many as 20,000 students
from CSU campuses in fall 2004. Chancellor Reed has stated
that reducing enrollment is the best way to manage the cuts:
continuing to accept more students with less money inevitably
jeopardizes quality and clogs the system by not providing
students the classes they need to complete their degrees.

Releases Study on Cost of Textbooks The California
Student Public Interest Research Group (CALPIRG) has released
its report on the high cost of textbooks. The study is based
on a fall 2003 survey CALPIRG conducted together with the
Oregon Student Public Interest Research Group (OSPIRG) and
the OSPIRG Foundation at ten public colleges and universities
in the two states, during the course of which staff and student
volunteers interviewed 156 faculty and 521 students on textbook
costs and purchasing practices.

Apply To Be a Capital Fellow
The Center for California Studies at CSU Sacramento is now
accepting applications to the Capital Fellows Programs.
The four programs are: the Jesse M. Unruh Assembly Fellowship,
Executive Fellowship, Judicial Administration Fellowship,
and California Senate Fellows program. The 18 Assembly Fellows,
18 Senate Fellows, 18 Executive Fellows and 10 Judicial Administration
Fellows chosen each year receive an outstanding opportunity
to engage in public service while preparing themselves for
careers and actively contributing to the development and implementation
of public policy in California. Fellows earn approximately
$1900 per month working fulltime and receive full medical/dental
benefits, plus 12 units of graduate credit at CSU Sacramento.
The ranks of former fellows and associates include a justice
of the California Supreme Court, members of the United States
Congress and the State Legislature, a deputy director of the
Peace Corps, corporate executives, and local government and
community leaders.

and CSU Students Converge ---------------------
Thirty CSU students from the Chico, Fullerton, Humboldt,
Northridge, Sacramento, San José, San Luis Obispo, San Marcos,
Sonoma, and Stanislaus campuses participated with an approximately
equal number of UC students from UC campuses in a “convergence”
on sustainability this past weekend at the UC’s stunningly
beautiful Santa Barbara campus.

Proficiency Rates Flat

Dr. David Spence, CSU Chief Academic Officer, delivered the
CSU’s 8th annual student proficiency report to the Board of
Trustees at its January meeting.
According to the report, which measures proficiency as of
fall 2003, math proficiency of first-year freshmen remained
at 63 percent, while English proficiency increased minutely,
52 percent as compared to last year’s 51 percent. The percentage
of first-time freshmen proficient in both math and English
was 42 percent, representing an increase of 10 percentage
points over the results in 1998, when the CSU began to test
proficiency. The Trustees were told during the course of Dr.
Spence’s presentation, however, that the math test has been
revised to be easier now than when testing began.
