University Affairs Reviews Title V Revisions

The University Affairs Committee reviewed the new language for Title V student code and conduct. The committee discussed the idea of student representation off campus and a university's jurisdiction over students. The committee took action writing a resolution that opposed the new changes to Title V. CSSA's resolution states that a university does not have authority over students when they are not on campus or at a university sponsored event. The committee opposes the existing changes and calls on the Board of Trustees and the Chancellor's office to work with CSSA to revise Title V language that represents the student's perspective.

The committee continued to discuss the CSUEU arbitration agreement. University Affairs agreed to continue to monitor union proposals for dependant tuition fee waivers. Communication with CSU management is ongoing about further developments in regards to this issue.

LEGISLATIVE REPORTS INFORM STUDENTS

During the meeting, CSSA Director of Governmental Relations informed the committee how to use two reports that are included in the monthly committee agendas. Both the Legislative Grid and Bills of Interest appear in the CSSA agenda each month that the legislature is in session. The Legislative Grid is a quick way to see where bills are in the legislative process. The Bills of Interest report features more detailed information of the same measures, including the a summery of what the bill would do, and the CSSA position and priority for student action. The Director of Governmental Relations also encouraged students to visit www.leginfo.ca.gov to learn more about pending legislation, by reading committee analysis, reviewing votes, and to reading the full text of bills.

COMMITTEE REVISES POSITION ON LEGISLATION

The committee reviewed its positions on two pieces of pending legislation during their meeting in July. The committee to no action on SB 661 (Migden), and bill that would provide scholarships for student athletes enrolled in summer programs. The board continues to have no position on this bill. The other measure that was up for consideration was SB 724 (Scott), which would have authorized the CSU to offer doctoral degrees in education. The bill was significantly amended, narrowing the scope from including professional degrees, like audiology and physical therapy, to only on include the educational doctorate. The bill also stipulates that no new general fund resources would be needed to support these programs, but would authorize the CSU to charge the same tuition level as the UC, plus an additional graduate program fee for students who enroll in the new program. The board voted to change the position from support if amended to watch .

Board Of Trustees

This month at the Board of Trustees meeting revisions to Title V Student Code and Conduct was discussed. Language had already been written and changed in the existing code through consultation with university Vice Presidents of Student Affairs and the CSU Academic Senate. The code that had not been changed since its creation, needed to be updated to address the computer age and to make clear the university relationships between students and their campus. University Affairs Chair Latoya Jarrett, presented CSSA's resolution in opposition to Title V changes to the CSU Trustees. Trustees stressed the importance of establishing guidelines in order to implement discipline procedures and process.The committee recommended that the Chancellor's office staff work with CSSA on the revised language and address the student concerns stated in the resolution.
