The Standing Orders of the Board of Trustees of the California State University includes a section on "Fees, Deposits, and Charges" (III, section 6). The first two provisions stat the subject to direction of the Board of Trustees, the Chancellor is authorized to establish campus fees and the campus presidents are authorized to increase, decrease, or abolish campus fees where all applicable requirements of the law and applicable provisions of any revenue bond indentures outstanding have been observed. The third provision states:
3. Total annual mandatory fees may not exceed one-third of the systemwide cost of education. The systemwide cost of education is the total support expenditures (State University Fee revenue and General Fund support appropriations) divided by the number of full-time equivalent students.
